Hi, nice bell! this one is difficult to answer but here is what I know. Ships bells are normally not smaller as 9" general the ships size is 10" to 21" inch because the sound has to travel quite a distance when used in fog or warning. Your bell has a crown not a spade this is something you often see in Navy bells (but not always). The crown is rounded at the edges this is referred to as octopus shape.
I think but could be totally wrong if it was a navy ships bell the name would have been on it, they would take pride in there ships! The bells were ordered by the armerments department I have read, may be this was one that ordered by the naval airforce and used as Scramble bell.
