In order to confirm the size of the bombs that your rack is designed to carry, you need to measure the distance between where the bomb schackles would fit. Smaller bombs (less than 1000 Lb.s) have 14 inch spacing. Bombs 1000 Lb.s and larger have 30 inch spacing between schackles.
As the writing on the side of it says, it's an American AN/B-10 bomb shackle for 100lb -1600lb bombs, from a 1943 order.
Kev's image shows the similar B-7 shackle, which was the same size but could only hold bombs up to 1100lbs.
Edited to add: The lever at the "front" end operates the bomb release hooks, while the other one operates the arming wire hook.
Here is a B-7 example to compare. I'm told this one was discarded as faulty and thrown into the bushes to be recovered many decades later, the stainless steel construction ensuring excellent preservation. The bomb range 100-1100 pounds is stated.
