The shackles make me think they might be a type of rocket for Rocket Assisted takeoff of airplanes.

I've got a similar one, I'll look for photos later.
 
I was told, these are starting bottles for the F-104 Starfighter. On this moment I don`t have further information on these, except that these are definately not bombs! Maybe someone can corfirm the starting bottle story?

The Starfighter used air from an external ground air start unit to start the engine.

It could not start without this external air source.
 
It is a JATO Mk 6 series, here a pic.

Ok, nice to know what it is for sure now! My colleague was wrong then about the starting bottle story.
