Yes, it is a bouncing mine. I do not know the country of manufacture. It seems to be a copy (with some slight changes) of a british Mk2 bouncing mine.

What Bellifortis said. It appears similar to a British, Mine, Shrapnel Mk II. However, the hole for the striker lever is circular and on Mk II it was rounded corner oblong in shape. There appears to be only evidence of one carrying lug, whereas the Mk II had two.
