Brass flare(?) cartridge

Hello,

Can somebody help me to identify this brass cartridge?
It is marked with the manufacturer logo (I think), 1938 and K38 or VK38.
Diameter: 25mm
Length: 84mm

I would like to know:
- The country and/or manufacturer of this cartridge.
- In which weapon(s) this cartridge was used.
- Where K38 stands for.

This should be a Czech cal. 4 flare gun case.

Yes EOD, that's right. The case is manufactured by Jan Czermak (Monogram) in 1938. This case was filled by Vitezslav Kyser (VK) in 1938.
