The nickel? plated brass part reminds me on japanese mechanical time fuzes. But I guess most japanese fuzes have japanese signs stamped on the fuze body. And also the shape for the fuze cap keys was different on the japanese fuzes I know.

Yes the Japanese Navy used nickel plated brass with their Type 91 mechanical time fuses and several others. Interesting that this fuze is only partially plated (the Type 91 was fully plated including the internal clock mechanism from memory).......with no external markings - perhaps experimental?
The No 203 (based on the 202 which was based on the 200 with a longer tapered cap) from my understanding was for naval usage....so perhaps an early experimental for naval usage?????????????
