That looks very much like the base-ejecting shrapnel shell from an Armstrong RML 2.5-inch mountain gun, more specifically the first pattern with the brass adapter.
Since it's RML, it doesn't have a driving band but instead has a brass gas-check. The fuze is a No.56. And yes, it was technically a 7-pdr, but every source refers to it as 2.5-inch.
The Romanian army used a breech-loaded version we called "Tunul de munte Armstrong de 63 mm Md.1883" (63mm Armstrong mountain gun model 1883) but our version has a normal driving band instead of a gas-check.
What are the exact dimensions?
Unfortunately I only have the plans for the second pattern shrapnel, which has a different ogive and adapter.
