Bulgarian PSM-1 A/P Mine.

I have read the post and internet on the PSM-1 mine but ask if this is a Training version of the HE mine?
It is olive green , black letters and has a rubber black plug in the top with a white (painted silver) plastic replica fuze with 6 grooves .(certainly not a 3-way adaptor).
A white band goes half way round the body and has 155 stamped into the body in the white band.
There is a green band painted around the base groove.
Do the first two letters mean inert or instruction. It appears to have been repainted due to the pits on the top.
