The lot number indicates this particular item is from 1997. As I recall, this is pre C-13. This was likely a M-67 manufactures in the U.S. and then assembles or packaged in Canada. The C-13 comes in a container that is marked C-13.
There are several items like this. When the L83A1 smoke grenade was adopted he first lots came marked with British BKI's rather than standard lot numbers. Subsequent lots came with both BKI's (PWD 03 004) and standard lot numbers (CA02B05-02) on them. It is my understanding that future lots will only have the standard lot number with CA as the manufactures monogram.
