It would seem to be based on a Chinese Type 1 series point-initiating base-detonating (PIBD) fuze. Also referred to as a Type 1 (1967), or Type 1 (Special).
The Type 1 (1967) is similar internally to the Soviet-era-developed GK-1 (ГК-1), but omits the graze function and has a different shaped striker head. The fuze image to the right would seem to show a version that includes the graze weight, so not exactly the same.
As stated by 'sgdbdr', it is for use with the high explosive anti-tank fin-stabilised tracer (HEAT-FS-T) projectiles fired from the Type 52 75 mm recoilless rifle (gun).
The Chinese characters of the fuze's designation are visible in the image to the left, so it would be best get them translated or transliterated.
“破-1甲” was used on type-56 75mm HEAT-FS (RR). But I dont know why yours' looks different to the one below. The one below looks similar to the right one in IMG-0348.
