It was during WWII. I can't remember which book that image came from but seem to recall it might have been at Bastogne. It was someplace where the troops were surrounded and needed some basics to survive. Chocolate D-ration bars and meds or water purification tablets were rolled up tightly in a 105mm carrier projectile intended for illumination or smoke. I think the concept was to shoot it over the troops and have the round function overhead, ejecting the payload to free fall down to them. As they were surrounded by the enemy, I guess the bonus was the inert projectile might actually hit a potential target coming down on the other side. I'll see if I can find the reference.
