hi all i have a load of colt 45 rounds without the primer are these drill rounds or have thay just been deactivated

Hand loads !

I agree with Missing something on this one Lee, the primer pockets are clean and therefore the cases are most likely unused and the bullets have been loaded into the cases.

These are modern commercially sold cases made by Starline brass Co. of Sedalia, Missouri, USA. These are dummies that have been made from new cases and bullets probably for filling loops on imitation cowboy gunbelts or similar.
 
Looking back at the picture, some of these rounds actually show staining where they look like they have been in loops on a leather belt.
