Copper plated no23

Hi all, I have just acquired another mills,which has got me questioning its "raison d'être".. This being a no23 with copper plated steel base plug((H.Hope & Sons no23 11) which has cropped up on various previous threads, however this time it come accompanied by a copper plated filler , lever & body casting.So my question is Why?. As Both nickel & zinc plating where used on training/practice grenades (hand thrown), is it possible that rifle launched trainers were copper plated to differentiate from lives, as I've seen mention of copper plated launch rods also on previous threads
Your thoughts please guys
