Country of origin / 3 PDR headstamp ?

Not many markings on it, the BC is it like EOC run together ?

That would make it British, Elswick Ordnance Company for 1898, I don't see British Navel marks so it could

have been made for export -
 
I would say you are correct. I assumed it was not British because it lacked the proof arrows, so someone feel free to educate me on this subject. Assuming the casing was made for export, is there any information available in regard to whom would have utilized it?
