I've stripped one back to bare metal and it seemed to have about 25 layers of paint some orange and some red / orange. I've also uncovered a filler screw on the top bar. Hence the question about content.
I'm assuming that as they are throwing dummies, they have to be renovated from time to time with a new layer of paint, the color only depended on what they had in the store at that time ! Often in the army, an old item with new painting becomes brand shiny new item ! Navy is also well known to use that (beautiful) grey paint to hold rusty ship parts together !
I think I took enough paint off this one for a dozen grenades. It was certainly well covered - to the extent grooves and ridges were smoothed out by paint.
