The link details the Federal Standard colours, I would have thought your local paint supplier would be able to assist with the 'tints' used to make the colour.
The composition is almost always Lacquer. Many model paints are available in the Federal Standard number. Sometimes they need to be tweaked a bit, the exact tones used change over time.... WWII inert blue has way more white, modern inert blues have added black. Somewhere in my files from Aberdeen I have paint standards... I’ll look for them.
