Would it be normal practice to have one guy digging and 2 guys standing around watching from only a few feet away. Surely if it goes bang then its better to lose one person and not 3 (I'm just a collector and not EOD so just wondering)?

Our road workers are the same way, one guy with a shovel and 3 supervisors.
There is a story about a guy who was driving by a road crew and he saw the shovel guy pounding his shovel down on top of a snail on the ground. He asked the guy why he was killing the snail and the reply "The damn thing has been following me around all day."
