Dutch Navy clearing cartridge

I picked this up today. Written on the side of it is
"Clearing cartridge for Dutch navy"

Stencilled on the side is
"LOT 1223
MA 1341"

Headstamp is
"OeZ
44
RG"

Case length is 100mm

This is an unfired case with an oiled primer. All intert, nothing inside.

Does anyone have any further information on these rounds?
