Filling and tension spring in German 8cm Wurfgranate Deut

Hello,

Who knows what the filling is in the German mortar round 8 cm Wurfgranate Deut.
The mortar round was used for target marking. I think that it is a smoke mixture like HC

Also the question, wherefore is the tension spring (zugfeder) in the sieve tube (siebrohr) tube in the middle.
The tube will work like a chimney, but why this tension spring?
