What is the use of this flare (picture : dummy model).
Mounted on helicopters or aircrafts ? Electricaly initiated ?

The Jindivik target drone could be fitted with flares.

They were electrically activated.
 
The flare target no. 3 Mk1 (I'm guessing the Mk2 is used for the same) is used with the Rushton towed target. Four flares are fitted on to each of the target stabilizers. It provides a homing capability for air to air guided weapons. Main filling is 600 grams of S.R.883A (Source AP1661E)
