It was just for marketing, almost all of the plastic ones found are marketing dummies.
 
Google GTG Folded Ammunition and it shows article from IAA forum on these folded cartridges.
White = Ball. Blue = Practice. Green = Proof. Yellow = Tracer.
These collector sets are solid plastic cases. Only red print headstamps are live rounds (from the article).
