Fragment of Dublin bomb for ID

I recently bought a large collection of mixed militaria and in an old biscuit tin there was a collection of fragments of shells etc , including this piece with a tag attached . Can anyone help me out by telling me what this fragment is and what it has come from ... and maybe make some sense of the wording of the name tag ? 001.jpg002.jpg
 
The casting is obviously unfinished, but it reminds me of the top of a grenade striker assembly. It could equally be an unfinished casting from an everyday piece of machinery.

Stephen Street is about a mile from Four Courts, so I assume it was the location where the casting was found.

thannk you ,, all most interesting . I should have given some dimensions of course. The piece is 2.25 inches tall and the diameter of the base is 0.75 inches . It is solid brass.
