french 47mm M96

this French 47mm has serrated rotating bands, is this correct and why or is it home made, on the base, it looks like it had a fuze hole at one time but using an oscilloscope there is no suggestion of being one, all comments welcome,thanks

Looks like hacksaw marks on the base where someone has cut the base fuze off.
 
Marks left after removing casting lump, maybe a little buggering with later on by moron who marked up the bands for interior decorating :tinysmile_angry_t:. Marks on band remove and make bands smooth.
