French 65mm door stop or case shot?

Probably a door stop but before it goes in the junk box I thought it best to run it past the rest of you! The lead balls appear to be set in wax but that might just be a replacement for the original resin. Sensible thoughts please!!

As far as I can see, this is a handmade cartridge case filled with wax and balls.
Not original. In the pictures you can see how a projectile looks like.
