In my humble opinion, it looks a french S21/104 fuze from LACROIX (see picture). Marking should be above the selector on the upper segment. Can't tell more.
It's 213,09mm high, nealy 64mm at the largest, and visible part is 157,54mm.
There is not much in NAVY EODB F-7-3-10.
