from your photo it looks like an inert fuze plug.. any markings ? what is under the plastic cap on bottom ?

Thanks for the response the plastic cap is a 35mm film canister the fuse is sitting on, there are no marking on it at all, here is a photo of the base & of the
nose plug removed from the fuse.
