This is a percussion Armstrong No 9 Mk 111 base fuze for 4.7" AP projectiles.
Two slots at the top for an Armstrong key.

Mk 1 approved December 1890.
Mk 11 modification in 1893.
Mk 111 modification in 1896.

THis fuze seems to be a Mk 1 from 4/91 converted to Mk 111 in 10/95. EOC monogram (Elswick Ordnance).
