Hi,
I have a similar shell, mine being a French 155mm HE. Mine matches the image attached so I guess yours is identical? Maybe?...
The holes in the base are for the purposes of carrying the shell (I assume by threading a rope through).

I did post a callout for info on mine a while back and got some great info, but being computer technologically brain dead, I'm not sure how to add the BOCN post link thingy.
I do know it was titled 'French 155mm'.....
 
French 155mm model 1877 filled black powder, fuzed 30/45 S&M, length without fuze 465mm
French 155mm model 1877/1914 filled picric acid, fuzed 24/31mm with gaine adapter, length without fuze 464mm, length without gaine 455mm (so could be your shell).
