German - English Translation

Can anyone recommend a web based German - English dictionary for translating a German language reference?

I would like to be able to look up the words I do not know. My wife and sister-in-law speak and read German but are little help on the technical terms. I can figure out what the data is from the type of numbers presented but would like the translation.

For example what is "%o"?

I ffound a copy of TM 30-506, the US WWII German-English Military Dictionary. Originals and photocopies and pdf's are available but the one I found was complete as a html.

I copyed it and pasted into a word document. You need high speed because its 200+ pages long!
