It has been issued to the Royal Navy/Marines.
The "CINO" seal is for Chief Inspector Naval Ordnance.
The white label on the front lower left indicates the Shipping Category for the stowage of dangerous goods and the white label on the rear lower right is an inspectors label from one of the Royal Navy Armaments Depots (RNAD). I think the letters "ERN" relate to RNAD Ernesettle near Plymouth.
