Hand held Russian VOG grenade launcher

Does any one have any tech data on this hand held version of the VOG? Also the mortar version

Grenade launcher "Penal"
Caliber - 40 mm
Mass (with grenade) - 800 g
Range of shooting - 300 m.
Developed in end of 1970th. Uses only once, not like GP-25.

Mass - no more as 2,0 kg.
Owner got certificate of authorship.
