Help for WW1 strange fuze

Hi
Here a fuze for 15 cm shell HE
Three selecting position point: O ; T ; V
Seem to be Belgium fuze or Russian but no data on
Used in North France WW1
Screwing thread 45 mm

Hi Doctor. I would think Russian, the Belgian fuze percussion for 15cm gun has 51mm threads. Dano

I don't think this is Russian, I have quite well information about Russian WW1 fuzes but can't find this one. Further if Russian there usually should be some cyrillic markings.
