The "E" I believe stands for "Empfindlich" which means "sensitive";
The "H" I believe stands for "Haubegranate", which means "shortened", so we have a sensitive, shortened variation of the AZ 23, used beneath ballistic caps.

The AZ 23 (nose percussion fuze) formed the basis for a large range of subvarieties, including the above.

The bottom line of markings is also very interesting.

Some of the more leaned German Fuse Collectors should provide additional details and /or correct the above.

it means "Empfindlicher HaubitzZünder". Which would be a "Superquick/sensitive Howitzer Fuze" in english.

"Haubengranate" means "shell with ballistic cap" (windshield).
