The suspension lug is reminiscent of British designs, but the fuze looks like a Jap mortar fuze, and it doesn't have a spinner or safety.

The fuze is definitely a stuffer, the paint job and the tail are obviously not original and not even correct.
A bunch of US bombs were manufactured with a simple lug on the other side for dive bombers.
