Help ID Fuze Component

I have been asked to try an identify the item shown in the images. I does look like a sectioned component from a fuze, but I have never seen a component labeled as such ie. 'NEEDLE HOLDER'. I have no other information, can anyone tell me what it is?

As you can see from the drawing the 244 fuze has a needle holder. I wonder if your contraption is a part of the tooling for assembling or filling the fuze.

I'd go with tooling as it is well marked what it is and more importantly has a tool type number on it.
