Help required to identify No5 mills base plug

I would be very grateful to any members who could help me to identify the markings on this base plug, the only bits i can make out are 10/16 and what looks like WCC and a 1, if you think you have a example please post a picture, Thanks Dave

WCC = Wiltshire County Council.....used for blowing the moons reflection out of ponds,rivers ect:wink:

I have one of these, made from aluminium and always wondered about the maker but mine is quite badly corroded, thanks Dave for possting and Tom for answering, had it for years.
