Help with fuze id please

Can anyone shed any light on the origins or type of fuze shown here?

It looks very much like a PD V-25 Russian Rocket fuze. Usually seen on rockets around 140mm diameter and 240mm diameter.

This fuse is a copy of the chinese MJ-1 or soviet V-25 manufactured in North Korea. Code 12 is a North Korean factory code.

The "107" is indicating the use with 107mm rockets.

The factory code #7 is not associated to anything that was observed before.

what should signify the marking 08 ? Year of manufacturing ?

Yes, 2008.

I had these images for ID before but the factory #7 here does not fit the profiles of those other known #7s.

The clue on the origin of the fuze will be the fuze designation F-107. With some research into this direction we may find out the country.
Also a closer examination of the fuze could have helped but as often this is impossible.
