Can anyone please identify the below.......the bottom brass cap unscrews which then allows you to remove a metal plug, the inside is totally empty!

Picture of the base "plug" in place?

Does the brass nose / fuze (?) come off / threaded?
 
The brass nose does not appear to unscrew and I'll get the rest asap. I think J & FP is J & F Pool Ltd, Hayle, Cornwall, UK who appear to have been a small munitions manufacturer making mortar bombs from google research. I know nothing about them but guessing its not one of them?

It is just over 3" with the brass base screwed on and just under 3" with it removed. It is about 7" in height.
