Hgr 39 Painted Red?

I have seen this Hgr 39 head for sale and was wondering why it is red? You can faintly see the white bands on it, and some green paint. Could the red be the undercoat and the green has come away leaving mostly red showing? The can shows very little rust. Usually you see green paint and rust, never have seen one like this.
