Hotchkiss 25mm AT case... Blank?

Greetings
Is this cut-down case a Blank or Clearing Charge?
25x193R is normal size ... this case has been cut to 159mm.
(The neck/shoulder removed.)
Were there official factory shortenings for any reason?
