Hotchkiss Case - Russian Markings

This item recently sold. The Hotchkiss case has a
marking in the place where on a regular Hotchkiss case is
just O - Is this an Arsenal Mark or an inspector.
I presume the other on Hotchkiss marks are re-load marks,
there seems to be a punch mark indicating one use.

I suspect it is a Hotchkiss case inspected and marked at Hotchkiss by
a Russian inspector. Or the case came in with the O spot blank and it was marked on
filling at a Russian arsenal - Does any one have any ideas about this.
