These were made by Kynoch for Churchill's and I am fairly certain they are post war. Somewhere I have the key to the Kynoch lot numbers to determine date of manufacture. I will try to find it.
I think that when kynoch made ammunition for proprietary gunsmiths the code is easy 21 267 = 21st of Feburary 1967. But I'd wait and see what TonyE says he's more knowledgeable on this than I.
