ID for strange casing

We bought this in a charity shop along with 2 Spitfire shell casings 20mm, and 2 AFV shell casings 30mm.

Are you sure this is actually a case or is it something made from brass tubing?

Are there any markings on it?
 
It looks shiny, which I think indicates a hard metal, not useful for a sea mine horn. (Please correct me if I'm wrong on that!).

With a slot cut in it, my inclination is towards a whistle for a steam engine of some sort.
 
No markings on the base; they seem to have been ground off. There is, however, a small circle in the centre of the base, like a shell. I have a theory, it may be a 25mm shell casing, with a nut added at the bottom, the top cut off and a lid added. We found out this is removable. We're guessing that it has been made into a money box.
