They appear to be smooth bore rifle ammunition. Possibly developed by Delvigne (French rifle maker or one of the earlier British designers like John Norton (1818) and William Greener (1836). The wood was probably used to help spread the lead. Then again, they could just be the tips of a pointing stick.
