ID Needed for rare cartridge

I picked this up today and it is a real head scratcher.

Length o/a 5 inches
Projectile length 2"
Caliber 42mm

It appears to be base fused but there are no threads and the diamter of the fuse must be enormous.

Thoughts?

Hi Birdseye you might want to consider drilling a hole for the "Salt" or few more for "Pepper"-what is it for ?
