It looks to be based on a French design, but not quite like any other French fuse that I have seen.

Hello,

I think so.
Brass mortar fuze for Brandt design 81mm mortar round.
With this video we could say it's a ww2 fuze maybe from captured ammunitions.

Unfortunately I do not know this type.
We know from the video that it is a WW2 era fuze used with 8 fin 81mm mortar.
Location is lake Ilmen, south of Novgorod, which was part of the front for some time (https://upload.wikimedia.org/wikipedia/commons/4/41/Map_Soviet_1941_Winter_counteroffensive.jpg)

My tip is something captured by the germans. I know it did not narrow it much
