The great sort continues & still finding odds & sods!!

I think this is something to do with a charge primer?
It is the same base shape & size as a couple I have but never seen like this before.
s it a tool or test item?
Headstamp is:
L1A4. RG 69 CR

Obviously Radway Green 1969but as to the rest?

Does ot have a mirror in it? I have seen similar items with a mirror so you can shine a light down a barrel for inspection.

This has been properly machined & worked - not just an old L1A4 taken & butchered to make into some sort of ornament.
Thinking along the lines of what bobmonki has said possibly an adaptor for a bororscope?
