Hi and welcome to BOCN.
It looks like the outer sheath to a 17 pounder APDS core that's got corroded - but I could be wrong. As its a core it doesn't have a driving band.
Is it about 5cm wide and 15cm long?
It goes without saying, if you're not sure what it is please don't touch it and let the appropriate authorities know about it.
