ID Request for 38mm Baton Round Fill Code 'BY'

Hi, does anyone know which loading facility the Fill Code 'BY' represents? Seen on the front of 38mm Plastic and Rubber Baton Rounds, one of which is clearly dated 11-88. They look like export contracts and have a very Uk look about them... another giveaway may be a large thistle above a safety disclaimer on the rear of both cases! Images attached, thanks, Pete.

I can’t find any info, I even tried a trade mark search for that thistle design, but no luck.

The styling reminds me of Haley & Weller, but I’m wondering if BY could be ROF Birtley?

That's a very interesting suggestion, 'BY' standing for ROF Birtley, thanks for that! I had noticed the similarity with the Haley & Weller cartridges myself, in the nomenclature they used, the layout of the markings (title, lot number, fill code etc.), and even the product code, with H370 shown in the image attached of a H&W Short Range 38mm Plastic Baton Round...
