ID request from Netherland

Hi all,
we received, on another site, an ID request from a dutch friend.
In the B&T Museum (Bevoorrading & Transporttroepen, Supply & Transport forces), a strange piece is presented.
They do not know the exact function of this piece. They think it could be used to fill cartridges with black powder, long time ago, in order to avoid sparking or friction.
Unfortunately, we have no info concerning the material of this piece or of a possible marking. Also, no idea of using era.

Has anyone ever seen a similar device and could it help us with identification ?

Looks like a dinner gong, 1920s, 30s judging from the scrolls and hammered finish. Can't see anything ordnance related.
